The valley is a graben, dropped between parallel faults during the crustal extension that followed the Imbrium impact, and it runs radial to that basin as the other fractures in the Alpine region do.
The rille along its floor is a separate and later feature, a lava channel cut into the flooded surface. That is why it meanders while the valley walls stay straight.
